Members of the county Assembly have passed the Kirinyaga County Health Facilities Improvement Fund Bill 2023.
The bill provides a framework for the establishment of the County Health Facilities Improvement Fund to enable health facilities to access funding for their day-to-day operations.
Further, the bill seeks to establish mechanisms for health facilities to plan and manage resources within their control.
It provides for the establishment of a board that will provide oversight of the money drawn from the fund and monitor its prudent utilization.
Moving the debate, the chairperson of the Medical Services, Public Health and Sanitation Committee Hon. Isaiah Mbogo of Kabbare ward noted that the bill once signed into law will provide for an efficient, secure, and accountable mechanism for the collection, retention, and management of revenue derived from health services rendered at county health facilities.
"The county is expected to witness a transformed health sector as funds collected from health facilities will be directed to improving health care services and infrastructure of county health facilities," he said.
Supporting the bill Hon. Kenneth Mwendia of Nyangati ward noted that the enactment of the bill will enhance service delivery and ensure optimal operations of public health facilities.
Hon. James Wambu of Kangai ward in his remarks noted that the enactment of the law was an affirmation of the county's commitment to strengthening the healthcare systems by providing solutions that prioritize both the fiscal capability of healthcare facilities and the well-being of residents of the county.
The bill which was unanimously supported by the members sailed through to the second reading.
