Governor Lusaka responds to youth petition on transparency

Bungoma governor Kenneth Lusaka on Friday responded to a petition by the Gen-Zs and millennials on transparency and accountability in the County.

The youths had submitted a petition highlighting several key issues concerning county governance and administration. "The youth have raised legitimate concerns which deserve our full attention," stated governor Lusaka while addressing the press.

The petition outlined demands for greater transparency in the county's financial dealings, the establishment of comprehensive youth and sports policies, and immediate administrative reforms among others.

The youth requested for detailed explanation regarding the 352 accounts managed by the Western County. Governor Lusaka confirmed the existence of these accounts, categorising them into established public funds, special purpose accounts, project management accounts, and various others linked to county operations.

The petition called for the development and implementation of a comprehensive youth and sports policy. In response, the former Senate Speaker assured the youth that the policies are at the approval stage within the County Assembly, urging for expedited approval and public participation to incorporate their views​.

Additionally, the petition demanded the removal of Dr. Monica Fedha from the position of Chief Executive Committee Member (CECM) in charge of youth affairs, over corruption allegations.

The county boss announced that Dr. Fedha had been directed to take a one-month compulsory leave pending investigations. A committee, chaired by Advocate Saul Wasilwa, has been formed to investigate the allegations against her.

“The youth and other stakeholders are encouraged to submit their petitions to facilitate the investigation​,” he added. He also addressed the call for a reorganisation of the County Public Service Board (CPSB), emphasising the need to follow due process as outlined in the Constitution and the County Governments Act.

He encouraged petitioners to formally approach the County Assembly if they had issues with specific board members​.

Responding to concerns about conflicts of interest and corruption within the Finance and Procurement departments, Governor Lusaka reiterated his administration’s zero-tolerance policy towards corruption.
