In a Gazette Notice dated Friday, 22 September, 2023. President William Ruto had re-appointed former Senate Speaker Ekwee Ethuro as the Chairperson for the Higher Educations Loan Board (HELB).

Ethuro had first served as the Board's chairperson under the appointment by former President Uhuru Kenyatta in 2018, one year after losing his Turkana governorship bid.
He also served as the first Senate speaker after the first election under the 2010 Constitution.
As the new chairperson, Ethuro is responsible to ensure the Board meets its statutory obligations by manifesting leadership within the board and to ensure HELB is able to provide equitable, fair affordable and accessible financing to students pursuing higher education.
He is also expected to work closely with the current Chief Executive Officer Charles Ringera to ensure effective results of the Board.
Ethuro takes charge as the Institution is currently working on early stages of adopting the implementation of the New Funding model that is more student centered.
The new Funding model will ensure more vulnerable students acess funding under levels of their vulnerabilities.
