Governors sidelining their deputies - Kericho Deputy Govenor Fredrick Mutai

Kericho Deputy Governor Fredrick Kirui has accused governors of sidelining their deputies in the running of the county affairs.
According to Kirui, governors have not been not engaging their deputies in important functions and day-to-day duties.
Speaking in an interview with Citizen TV on Friday, the deputy governor said they are yet to be given a full mandate in their offices.
Further, Kirui has claimed that governors have been misusing their deputies.
"We are not appointees, governors probably have had a notion whereby they think deputy governors are their appointees," he said.
Kirui argues that deputy governors are elected on a joint ticket with the governors by voters and hence should not be sidelined in county affairs.
The Constitution provides that no separate election shall be held for the deputy governor but an electoral body shall declare the candidate nominated by the person who is elected county governor to have been elected as the deputy governor.
Kericho DG notes that governors have executive powers, some of which should be donated to their deputies.
He also accuses the county bosses of sidelining their deputies in budgeting, making it difficult for them to run their office.
"When they are preparing the budget that goes to the assembly it is only indicated in the Office of the governor and then they prepare everything well, so the deputy governors' offices are not catered to," claimed the deputy governor.
Kurui has been having issues with his boss Governor Erick Mutai, believed to have been a result of the appointment of County Executive Committee Members (CECMs).
The two are said to have had an agreement the governor would appoint 60% of the Cabinet and allocate 40% of slots to his deputy.
The agreement was however not followed leading to the fallout.
There has also been a difference between Siaya Governor James Orengo and his deputy William Oduor.
The Siaya County Assembly has since initiated an impeachment motion against Oduol.
