Members of the Kenyan police service, National Prisons service and National youth service, are set to benefit from a salary raise effective July 1, 2024.

This comes with respect to the Presidential directive to swiftly implement the recommendations of the report of the National taskforce on the improvement of the terms and conditions of service and other reforms, for members of the three national security disciplines.

The taskforce was was chaired by retired Chief Justice David Maraga.

The first phase of the new salary reviews will see uniformed constables receive a basic salary increase of 40%, with the percentage decreasing progressively for higher ranks, reaching a 3% increase for senior officers.

Beginning September 2024, officers within the Kenya Prisons Service and the National Youth Service will also benefit from the revised pay.

The reform process is set to take four years from 2024 to 2028 guided by a strategic framework that focuses on four core areas which is leadership within the three services, oversight and accountability, institutional capacity development, human resource management and operation preparedness and logistical capacity.

The Ministry of Interior and National Administration has set up a technical committee on development of the legal and policy frameworks covering the three services to ensure effective implementation.

The terms of reference for the technical committee include proposing amendments to key laws and policies governing the security sector including that of the National Police Service amendment bill, the National Police commission amendment bill and the independent policing oversight Authority amendment bill.

The National correctional service policy and the Kenya correctional services bill are also open for public participation.

Reform units have also been established across all the three disciplines to coordinate the implementation of the reforms.

The policy reform has also been officially gazetted by the government.
