Orengo faults National Government of undermining devolution

Siaya governor, James Orengo has faulted the national government for undermining the devolved units through failure to disburse funds on time.
Orengo said that the delayed remittance of funds to the counties was compromising their ability to offer timely services to Kenyans countrywide.
He was speaking in his boardroom on Wednesday while presiding over the signing of performance contracts with the county executive committee members and the chairmen of three municipalities in the county.
Orengo lamented that Siaya and other counties have not received their allocations for September, October, and November from the National Treasury, making it impossible to fund the county’s budget.
He said that the rate at which the National Treasury was violating the constitutional requirement of timely disbursement of funds was worrying, adding that the devolved units were likely not to meet some of the performance contract parameters.
Orengo said that despite the challenges, the county government of Siaya has managed to ensure timely payment of salaries for its workforce.
“We aim to pay even December salaries before Christmas,” he said.
The occasion was attended by among others, the county secretary, Joseph Ogutu, and other senior county government officials.
